The all-Russia public organization of small and medium entrepreneurship "OPORA Rossii" was founded by the entrepreneurs on September 18, 2002 (Certificate of Registration of Public Union issued by the RF Ministry of Justice).

The primary objective of OPORA Rossii is assistance in consolidation of entrepreneurs and other citizens for participation in the forming favourable political, economic, legal and other conditions for the development of entrepreneurship in the Russian Federation which provide for efficient economic development.

OPORA Rossii was created as a result of objective development and further expansion of activities of the Union of Entrepreneur Organizations of Russia (OPORA), which consolidated over 110 non-profit organizations throughout the country.

The structure of OPORA Rossii includes 80 regional divisions-from Kaliningrad to Kamchatka- which protect the rights of entrepreneurs at their locations.

Struggling for their rights, the entrepreneurs of Russia are now demonstrating state approach to the solution of issues their businesses confront. In a genuine market economy "everything that is good for an entrepreneur is good for society". That is why OPORA Rossii is proactive in claiming the reduction of superfluous administrative barriers, standardization of inspections held by the governmental controlling authorities, exit of the entrepreneur community and representatives of all levels and branches of authorities "from the shade", reduction of the tax burden and simplification of reporting procedures.

In order to resolve these issues OPORA Rossii has formed specialized committees-by major spheres of small and medium businesses, as well as committees reflecting the "sectorial" angle of businesses. They are aimed to coordinate the interests of businesses and governmental authorities in the implementation of the key directions of the current economic policy and to offer clear recommendations in order resolve the issues of entrepreneurs.
